Klamath County RFP: BWSD Archaeological Monitoring Services

The following is a Request for Proposal from Klamath County.

The Klamath County Board of County Commissioners Office (County) is seeking proposals from qualified consulting archaeology firms, listed in the Oregon Preservation - Association of Oregon Archaeologists - Archaeology Contractor Directory to provide archaeological monitoring for the Bly Water & Sanitary District’s Water Main replacement construction project.

The County has received a Community Development Block Grant (CDBG) to construct the District’s drinking water mainline replacement project. The CDBG grant is administered by the Oregon Business Development Department (OBDD) as project P21004. Therefore, the County will be accepting proposals to select a qualified firm, who is experienced in monitoring the project in  accordance with all Oregon State Historical Preservation Office (SHPO) requirements, Federal CDBG requirements, and the County’s Inadvertent Discovery Plan (IDP) developed for this project, using the Oregon Heritage SHPO template. The Klamath Tribe will provide a Cultural Monitor on site during construction to recognize indicators of early settlement when they are exposed and manage these discoveries consistent with Tribal lore and law. The selected consulting firm must coordinate and work with The Klamath Tribes Cultural Resource Monitor.

The selected respondent will provide an archaeological monitor on-site during ground disturbing construction and prepare and submit a monitoring report summarizing construction activity and any cultural resource discoveries to the County and SHPO upon completion of the project.

There will be no mandatory pre-proposal meeting.

Sealed Proposals marked “BWSD Archaeological Monitoring Services” shall be received by the Contract and Risk Manager no later than 2 p.m., March 3, 2022 at the address listed on the front page of the RFP. Proposals may be delivered via U.S. Mail, courier or hand-delivered. Proposals shall be sent to the attention of Leslie Barlow-Hunter, Contract and Risk Manager. Late proposals will not be accepted.

Klamath County may reject any proposal not in compliance with all prescribed public bidding procedures and requirements, and may for good cause reject any or all proposals upon a finding of the agency it is in the public interest to do so.
