Yesterday, Oregon Democrats abruptly ended the 2020 short session by closing the 2020 legislative session early. Effectively killing all budget bills, and the bills the short session was intended for. Cap and Trade will likely die in its current form as a result of the Republican boycott.

There is a fierce battle of ideas and political willpower being waged at Oregon’s Capitol. On one side are the Democrats, who claim they have a mandate to implement Cap & Trade in order to meet CO2 emission goals set by the 2007 legislature. By meeting these goals, Democrats maintain Oregon will be doing its part in the battle against climate change. Democrats profess that any higher emission levels are an unacceptable failure.

In opposition and feeling unheard, all but one Republican Senator chose not to make role call on the Senate Chamber floor. With Republicans not showing on the floor, the Senate was unable to hold a quorum to vote on the legislation.
