Two men arrested on kidnapping and animal abuse

KLAMATH FALLS, Ore. - Two Klamath Falls men have been charged with multiple counts including; Robbery, Kidnapping, Assault, Animal Abuse, Menacing, Attempt to Elude, and Unauthorized Use of a Motor Vehicle after an investigation tied them to a crime on or about September 8, 2020, both inside and outside the city limits of Klamath Falls.

On Wednesday, September 16, 2020, Elliot Donald Parker, 31 of Klamath Falls, was lodged at the Klamath County Jail for his involvement related to the crimes of September 8 after Parker eluded police on a stolen motorcycle.

Detectives with the Klamath Falls Police Department, Oregon State Police, and Klamath County Sheriff’s Office located Parker inside a residence on the 2800 block of Frontage Road.

Parker barricaded himself inside the residence.

Klamath Falls SWAT Team along with members of the Klamath County Special Response Team was dispatched. Upon arrival, both teams immediately established a perimeter around the house. A warrant service was executed at the residence and Elliot was located inside.

Elliot was taken into custody without incident.

Further investigation of this incident revealed co-conspirator in addition to Parker. Harland Joseph Wright, 32, who is currently lodged at the Klamath County Jail for a non-related crime. 

Wright was additionally charged for his involvement in this matter with charges consisting of assault, robbery, kidnapping, and animal abuse. 

Probable cause was developed for Parker and Wright’s arrest after it was alleged both men had been involved with the kidnapping of an adult victim, and then with the killing and further mutilation of the victim’s dog.

The investigation continues as other persons may be involved in the crimes of September 8.

”It is the policy of the Klamath Falls Police Department to utilize our SWAT (Special Weapons and Tactics Team) when the potential dangers present at the scene produce a threat that needs to be addressed beyond the typical capabilities of a patrol response,” said Captain Ryan Brosterhous. “This is done to ensure the safety of the community, the safety to the involved officers, and the safety of the person(s) to be arrested.”

Brosterhous continued, “The Klamath Falls Police Department would further like to thank The Klamath County Sheriff’s Office, Oregon State Police, Klamath County Parole and Probation, and the Klamath County Fire District for their assistance.”
